This is a replacement seal built to fit Elkhart Supply's 06801 swivel fitting. It's a simple wear part - when the seal in a swivel connection gets hard or starts to leak, swapping in a fresh one is often all that's needed to restore a tight fit.
Keep a spare or two on hand if you service LP fittings regularly, since these small seals are easy to lose track of and cheap insurance against a leaky connection.
Always leak-test any gas fitting after replacing a seal, using an approved leak-detection solution rather than an open flame.
